WASHINGTON, DC—Today, Congressman John Garamendi (D-CA), Chairman of the Armed Services Subcommittee on Readiness which oversees military construction (MILCON) projects, issued the following statement after the Biden Administration announced it would return all unobligated military construction funds President Trump raided to pay for his border wall to the Military Departments and Defense Agencies for which they were intended:
“When President Trump raided much-needed funding for critical military construction projects that supported our service members to pay for his border wall, he jeopardized military readiness by ripping away funds to repair a hazardous waste storage facility at Naval Station Norfolk, provide child care services for service members at Joint Base Andrews, and much more,” Garamendi said. “Today, President Biden put an end to this foolish practice and announced that all unspent military construction funds that President Trump raided for his wall would be returned to the projects they were intended to support. By taking this decisive action, President Biden has shown how deep his commitment to our men and women in uniform is and how profoundly serious he takes his role as Commander in Chief.
“As Chairman of the Armed Services Subcommittee on Readiness, I fought for two years against the Trump Administration’s usurpation of Congressional appropriation authority and responsibility. We made progress in establishing guard rails to prevent future Presidents from taking similar actions, and today’s announcement is a significant step forward to right this wrong and ensure this much-needed funding supports our service members as Congress intended,” Garamendi continued.
“No President should be allowed to circumvent the Constitutionally defined power of the purse that was bestowed upon Congress. This is a fundamental issue that is too important to ignore, and today’s announcement is a victory for our troops, our nation, and our Constitution,” Garamendi concluded.
