WASHINGTON – This week, Congressman Ted W. Lieu (D-Los Angeles County) issued the following statement after the House passed this year’s National Defense Authorization Act (NDAA). Among the provisions in the final bill were amendments introduced by Rep. Lieu including a requirement for a defense and diplomatic strategy for Libya, a prohibition on refueling assistance to the Saudi-led coalition in Yemen for two years and the Establishment of a process to modify the West Los Angeles National Guard armory to allow for a new homeless shelter.

“I’m pleased that my provisions were included in the final NDAA that the House passed,” Rep. Lieu said. “These are wins that will have a far-reaching impact by improving oversight of U.S. engagement in Libya and Yemen and helping support my constituents experiencing homelessness. Additionally, this NDAA includes a provision ensuring federal employees have three months of paid parental leave, a priority I have championed. Overall, this NDAA demonstrates a bipartisan effort to improve oversight of our defense and diplomatic priorities and help the lives of Americans.”

Background on Rep. Lieu’s Amendments:

1272. DEFENSE AND DIPLOMATIC STRATEGY FOR 21 LIBYA: Not later than 270 days 23 after the date of enactment of this Act, the Secretary of Defense and the Secretary of State shall jointly submit to the appropriate congressional committees a report that contains a description of the United States defense and diplomatic strategy for Libya. 

1273. PROHIBITION ON IN-FLIGHT REFUELING TO 5 NON-UNITED STATES AIRCRAFT THAT EN6 GAGE IN HOSTILITIES IN THE ONGOING CIVIL 7 WAR IN YEMEN: For the two-year period beginning on the date of the enactment of this Act, the Department of Defense may not provide in-flight refueling pursuant to section 2342 of title 10, United States Code, or any other applicable statutory authority, to non-United States aircraft that engage in hostilities in the ongoing civil war in Yemen unless and until a declaration of war or a specific statutory authorization for such use of United States Armed Forces has been enacted. 

2833. MODIFICATION OF AUTHORIZED USES OF CER17 TAIN PROPERTY CONVEYED BY THE UNITED 18 STATES IN LOS ANGELES, CALIFORNIA: would allow the West Los Angeles National Guard Armory to operate as a year-round homeless shelter.
